Cross-border rentals from Albania: Montenegro, Kosovo, and Greece explained

Extra fees, insurance rules, green card requirements, and which borders are hassle-free. What you need to know before booking a rental you plan to drive across.

Yes, you can — but tell the supplier first

Renting a car in Albania and driving it to Montenegro, Kosovo, or Greece is completely legal and common. Every reputable supplier allows it. But you must:

  1. Declare it at booking. Tell the supplier which countries you're going to.
  2. Pay the cross-border fee. Usually €25–€50 for the whole trip, one-time.
  3. Carry a "green card" (insurance extension) at the border.

If you skip these steps, your insurance is void in the other country, and if anything happens — accident, breakdown, theft — you're personally liable for everything.

Country-by-country

Montenegro

  • Border crossing: Muriqan (near Shkodra) and Hani i Hotit are the two main options. Both usually smooth, especially outside July–August peak weekends.
  • Time at border: 10–30 minutes typical.
  • Extra fee: €25–€40 for the green card extension.
  • Notes: Popular route Shkodra → Ulcinj → Kotor. Coastal road is stunning. Watch for speed cameras.

Kosovo

  • Border crossings: Morina (via Kukës) and Vermica are the main ones.
  • Time at border: 5–20 minutes usually. Kosovo often has shorter queues than Montenegro.
  • Extra fee: €25–€40 for the green card.
  • Notes: Some suppliers require Kosovo insurance to be purchased at the border (€15–€30 for a few days). Newer suppliers include it in the fee.

Greece

  • Border crossings: Kakavia (main, near Gjirokastra) and Kapshtica.
  • Time at border: 15–60 minutes. Can be much longer in July–August.
  • Extra fee: €30–€50 — Greece is EU, some suppliers charge more for EU cover.
  • Notes: Greek roads are excellent. Corfu is reachable via ferry from Saranda (30 min crossing) — many suppliers allow the ferry with permission.

North Macedonia

  • Border crossings: Qafë Thanë (via Pogradec) and Bllatë.
  • Time at border: 10–30 minutes.
  • Extra fee: €25–€40.
  • Notes: Ohrid Lake is 20 min from the border and worth the detour.

Countries NOT allowed (most suppliers)

  • Bosnia, Serbia, Bulgaria, Croatia, Italy (ferry)
  • Some suppliers allow with special arrangement — ask.

The green card explained

The "green card" is an international motor insurance certificate that proves your rental has liability cover in a specific list of countries. It's issued by the supplier's insurance company and printed on green paper (hence the name). When you pay the cross-border fee, the supplier prepares one for you.

Keep it in the car at all times — border guards ask for it, and traffic police in the other country may too.

If you accidentally cross without one and get caught: fine on the spot (varies), and depending on the country, they may impound the car until you buy insurance locally.

What to check before booking a cross-border rental

  • Confirm the supplier allows the specific countries you want to visit. Most allow Montenegro, Kosovo, North Macedonia, and Greece. Fewer allow Bosnia. Almost none allow Serbia.
  • Ask if the fee is one-time or per country. Most are one-time for the whole rental period, regardless of how many borders you cross.
  • Check the drop-off rules. Most suppliers require you to return the car to Albania — one-way rentals to another country are rare and expensive.
  • Verify insurance excess. Some suppliers apply a higher excess (the amount you pay before insurance kicks in) for cross-border driving.

Practical border tips

  • Documents to have ready: passport, driver's licence, rental agreement, green card, vehicle registration (in the glove box).
  • Bring cash. Small fees at some borders (Kosovo may charge €10 for local insurance if not included).
  • Best times to cross: early morning or late evening. Peak-season weekend afternoons are worst.
  • No drones across borders without permits.
  • Fuel: fill up before crossing — prices vary significantly between countries.

Weekend from Tirana: Tirana → Kotor (Montenegro) → Budva → back. 4 days, 550 km, one border crossing each way.

Balkan loop: Tirana → Ohrid (Macedonia) → Pristina (Kosovo) → back via Kukës. 6 days, 700 km, two borders.

Corfu day trip: Saranda → ferry to Corfu (leave car in Saranda parking, €5/day). No cross-border fee needed since car stays in Albania.
