One-way rentals — the real story
You can rent in one city and return in another. Common combinations:
Tirana → Saranda: €30–€50 fee. Common, easily arranged.
Saranda → Tirana: €30–€50 fee. Same as above but reverse direction.
Tirana → Corfu (Greece): Not allowed. You'd have to leave the car in Saranda and take the ferry as a foot passenger.
Corfu → Albania: Not directly. Rent a car in Saranda after taking the ferry.
When one-way makes sense:
- Doing a linear trip (not returning to your origin)
- Flying in one city, out another
- Combining Albania with a ferry to Corfu at the end

The Saranda seasonal problem
Saranda's rental market is heavily seasonal. In peak summer (July–August), prices spike 60–80% above spring prices. Availability is tight — some travellers arrive at the port and find nothing available.

Berat: No dedicated rental locations. You'd have to arrange delivery from Tirana (~€40 delivery fee).
The bottom line
For 90% of travellers, the answer is:
- Landing in Tirana Airport: Rent in Tirana. Do a loop back.
- Landing in Saranda (via Corfu ferry): Rent in Saranda. Return to Saranda before your ferry back.
